With the passing of Bill C-3 on December 15th, 2025, the Canadian Citizenship Act has undergone the most significant change in our careers. This is a complete re-write of the rules for citizenship by descent and has resulted in a massive expansion of potential clients for genealogists across Canada and beyond.
To help our members understand these changes and meet the requirement to understand Canadian law as it applies to our profession, we are pleased to present an APGCAN panel presentation on Canadian Citizenship Post Bill C-3 for Professional Genealogists.
Panelists include:
- Lisa Middlemiss (Montreal, QC) and Amandeep Hayer (Langley, BC), immigration lawyers and co-authors of “Maintaining Permanent Residence Status and Acquiring Citizenship.”
- Shawn Riel, Assistant Director for Immigration, Refugees, and Citizenship Canada (IRCC).
- Theresa McVean, APGCAN chair.
The panel will be moderated by Jenna Lemay, APGCAN programming committee member. The discussion and question period will take place on Wednesday March 18, 2026 from 7:30pm – 9pm Eastern Time.
